Economic & Political WeeklySummary: In 2013, at the 19th International Conference of Labour Statisticians, it was decided to make a distinction between work and employment. Individuals engaged in agriculture and allied activities and producing predominantly for own-use consumption are considered as workers and not counted as employed. Since the employed are now a subset of the workers, it implies that the labour market indicators for rural India will be different under the ICLS-2013 standards. We analyse data from three rounds of the Periodic Labour Force Survey and quantify the extent to which the estimates of key labour market indicators will differ based on the current definition and ICLS-2013 standards. – Reproduced
