Local Government StudiesSummary: This article draws from scholarly debates over three decades to argue for a shift in the study of digital transformation in local governments founded in the understanding that technology is an unavoidable tool for local government reform and that academic research in this field needs to be driven by real-world situations that local governments face when they undertake digital transformation processes and assess their results. The article advocates for four specific changes: 1) the acknowledgement that the relationship between the organisation and the use of technology is bi-directional, 2) the adoption of a multi and interdisciplinary perspective in the scholarship of digital transformation in local governments, 3) the study of public value creation as the result of digital transformation processes and local government reforms, and 4) the need to significantly advance the field by building on existing research and findings when a new technology comes into play.- Reproduced
