Societies reeling under low intensity conflict situation are further complicated by weak institutional ability and poor adherence to humanitarian protocols. Poor adherence to human rights norms and unsettling geo-political equations also give way to ethnic violence, proliferation of small arms and illicit economic activities. Continued cross border movement of peoples driven by political instabilities have deeper ramifications on borderlands which either porous or espousing ethnic solidarities. The paper looks at how the incessant trans- border movement of population, say in India's northeastern region, has marred the region with ethnicity and violence. - Reproduced
