of plying vehicles, such as odd-even plight, GRAP, BRT, ITMS, banning vehicles
to enter into a city, scrapping of old vehicles etc. India’s voluntary vehicle fl eet
Modernization program (V-VMP) or vehicle scrapping policy (VSP) is one
of the most talked about scheme. No doubt such schemes can reduce carbon
emission into the air by vehicles, yet its adverse impact on life of people, especially
mechanics earning bread from repair of vehicles, small businessmen, lower
income groups etc. cannot be ignored. Besides, it poses the problem of disposal
of scrapped vehicles. With this view in mind, the present paper attempts to assess
the adverse impact of the scheme on the life of a large chunk of people and
suggest measures to overcome the maladies arising out of the scheme. Among the
suggestions focusing on fi rst-time vehicle buyers, incentivizing electric vehicle
adoption, and implementing macro-economic reforms to create more jobs. - Reproduced
