This article presents a method for the integrated planning of training courses and activity allocation in a project-based organization (PBO). The method is designed to create value by focusing on both human resource development and allocation. The main outputs of the method are determining the required training courses, selecting suitable employees for attending the training courses, scheduling the training courses, and assigning the activities to the PBO’s employees or external resources, where the objectives are to minimize the total human-resource cost and maximize a pertinent value-creation index.- Reproduced
