Almost half of Indian Civil Service Officers were gone, either returning back to Britain or opting for Pakistan, severely weakening the Civil Service structure and grassroot Public Administration in India. Partition and subsequent fluid situation leading to massive riots, huge influx of refugee population from both western and eastern new Indian borders on the Radcliff line, created another dimension of grave complexities.
