Using data from the 76th National Sample Survey Office round, Survey of Persons with Disabilities, this article examines the determinants of disability certificate issuance across states and assesses whether certification translates into access to government benefits. Findings reveal significant gender, rural–urban, and social group disparities. Gaps in the identification, access, and inclusion of PwDs need to be addressed. –Reproduced
