Examining the fiscal system: Role of governments in development

By: Harilal, K.N. Shyjan, D. and Roy, V.P. Nirmal.
Material type: materialTypeLabelBookPublisher: Economic & Political Weekly Description: 61(19), May 9, 2026: p.43-50. In: Economic & Political WeeklySummary: The fiscal architecture of India does not adequately recognise the dynamic role that the government ought to play in economic development. The fiscal system is also found to be insensitive to the spatial dynamics of development. The states which register relatively higher growth, and hence deemed as growth poles of the economy, are poorly endowed in terms of the state government’s ability to provide public services. The same is the case of Indian cities, which are supposed to be the engines of growth of the nation. The fiscal ineptitude of the poles and engines of growth might ultimately slow down the economy as a whole. The paper is an attempt to see how far the Sixteenth Finance Commission (2026–31) has succeeded in addressing the above fundamental limitations of the fiscal system.- Reproduced https://www.epw.in/journal/sixteenth-finance-commission/examining-fiscal-system.html
