Indian Journal of Public AdministrationSummary: With the implementation of recommendations of first State Finance Commission of Himachal Pradesh the flow of funds to the Panchayati Raj Institutions (PRIs) has certainly improved but these institutions are yet to achieve a viable financial status which is a distant reality unless the PRIs exploit their internal resources. Economic self-reliance of the rural institutions, as such, is the most essential factor to strengthen the democratic process at the grassroots level. This article analyses the recommendations of the Commission and suggests further course for financial strength of these institutions. - Reproduced.
