It gives some startling and some not so startling facts about patron-client role in police hierarchy; psychological, and social causes of corruption, ignorance of relevant rules and laws; level of corruption and lastly any possibility to root-out the corruption. The author puts forward some suggestions to give a fresh try at eliaminating or reducing corruption. - Reproduced.
