The article touches upon some of the factors that are shattering the social tranquillity in Bihar. It shows how various groups have lost faith in the law enforcing capacity of the state and have raised their own armies. Towards the end some suggestions have been made to save the state from ever increasing lawlessness. - Reproduced.
