It analyses the struggle initiated by a village panchayat to achieve certain basic minimum needs for its residents. The paper focuses on various role players: Government, gram panchayat, bureaucracy, the residents of the village, NGOs, and other agencies and concludes that for a village panchayat to deliver goods it has to take the people along with it and look for alternate models of development rather than trek the chosen path of government - sponsored development - if fruits of development are to reach the poor and needy. - Reproduced.
