However, e-governance should not be viewed as a mere technological initiative, but as a part of the process of governance. The process perspective looks at governance beyond the analytical or technical dimensions and incorporates the organisational and behavioural dimensions as well. Often, behaviural dimension is the cause of the failure of several e-governance initiatives. Several underdeveloped countries have successfully used e-governance. India does not lag behind in terms of the technology, but there is a need to develop a holistic approach to e-governance. The process reengineering approach dwells upon retooling the process capabilities of the overall system and not merely a part of it. - Reproduced.
