Even the land alienation has kept these groups away from opportunity for education, health and employment. This article suggests that efforts should be made for tribal development in the very areas of their habitat by leaving local resources to the community. The strengthening of institutions of local self-government can keep the deprived sections cushioned from the operation of market forces. - Reproduced.
