Indian Journal of Public AdministrationSummary: More than the dream of the conservationists, more than a political slogan; high quality water, in the right quantity at the right place at the right time, is essential to health, recreation, and economic growth. To make India stronger in the 21st Century and for all-round development of the country, efficient use and continuing sustainable development of water resources with emphasis on people's participation is pre-requisite. To meet increasing demands of competing sectors, long-term perspective planning of water resources in a holistic and integrated manner is required. Contamination of existing water bodies is another area needing urgent attention. Miseries due to floods and droughts are to be minimised. Challenges are many. The National Water Policy-2002 and the Action Plan for its implementation address most of the issues. This article highlights and discusses the issues and challenges in water resources development and management and strategies being considered to overcome them. - Reproduced.
