With an all-round scarcity of water, it is a paradox that rainwater is not conserved and harnessed, when it is available. On the other hand it causes soil erosion and water logging that affect the soil fertility. The article analyses this problem and calls for a judicious approach towards harvesting rainwater by making reservoirs and inter-basin links and adopting techniques for recharging of groundwatger. - Reproduced.
