Indian Journal of Public AdministrationSummary: The successive Five Year Plans have Oscillated between growth and equity. The focus in 1950s and 60s was on a strategic use of resources to accelerate growth and living standard of poor. In the next two decades the emphasis shifted to direct route to development including needs-oriented education, housing, nutrition and health, etc., with the globalisation have come to stay since the beginning of the decade of 1990s, the imperatives of new economic policy have put emphasis on the indirect route. The article highlights the achievement made through the planned development. Having come thus far, the future of development in the changing and globalised environment will depend on the quality and responsiveness of governance. - Reproduced.
