At the same time this area of administration continues to be under-researched one, demanding a closer and comprehensive look at this knotty issue. The first and foremost requirement for effective implementation is the need for sustained political and administrative commitment and support for the decided course of action. To improve policy making and its implementation, administrative reforms in the broad sense of the term must be carried out urgently. - Reproduced.
