Indian Journal of Public AdministrationSummary: This article aims to review the results achieved by various developed and developing economies in the implementation of several programmes under the concept of New Public Management (NPM), especially the Programme of Citizen's Charter. After the review, which will highlight the factors influencing the implementation of citizens' charter in the developing economies, an attempt has been made to a evolve strategy for its successful implementation in India. The study utilises secondary data, as seen in various articles and studies conducted on this subjects. It attempts to build the strategy for successful implementation based on experience in India till now and lessons learnt from its implementation in various developing economies. The study also draws on the standard concepts of marketing as prevalent in the field of management, today, and utilises them to draw policy implications for the Ministry of Railways. - Reproduced.
