IASSI QuarterlySummary: This paper makes an attempt to highlight the importance of criteria in the devolution of resources from the state to democratic decentralised bodies. The present ad hoc method followed by the Karnataka government in the distribution of resources to Panchayats makes room for the bargaining power of each district. The sample study of three Zilla Panchayats without and with criteria, clearly unfolds that adoption of proper criteria and weightage would enable the relatively backward districts to obtain higher grants and vice versa. - Reproduced.
