In span of the seven decades of his active public life he made remarkable contribution for the development of Kerala Society and politics. Of this, his activities in the field of Administrative Re-organisation and Decentralisation stands uppermost in the minds of people even now. He devoted his entire life to give meaning to the term 'Power to the People' while initiating reforms for that purpose. This paper proposes to examine the various reforms initiated by EMS to strengthen the local government institutions in Kerala in order to make democratic Decentralisation a success. -Reproduced.
