The article gauges the extent to which health reform process creates incentives for medical staff. It assesses as to how far it has prompted new forms of civic engagement around health care problems, particularly of poor. These reforms can be termed successful if these could improve basic governance and accountability systems along with performance monitoring policies in public health system. - Reproduced.
