Indian Journal of Public AdministrationSummary: The civil service, as an arm of the State, exists for `we, the people of India'. It is meant for common welfare and happiness of the citizens. The goal of excellence in public service is the common man's happiness as an end product of the totality of activities of the government personnel as also the final yardstick of their legitimacy. This article focuses on the need for excellence in public service at all levels of government particularly the state governments who are mainly responsible for delivery of service. It discusses strategies for promotion of excellence in public service as also the factors that have proved hazardous to this pursuit of excellence. - Reproduced.
