But unfortunately the systems at time become prisons of the procedures and often these systems are hijacked by unscrupulous and prejudiced elements. There is hardly a reliable mechanism which can discuss honest exercise of discretion from willful acts. The present practice of witch hunting even at the senior levels on the basis of uninvestigated allegations or on account of on-going investigations should be done away with. - Reproduced.
