In India the state control over local bodies needs some fundamental transformation because the attitude of government has not fully changed from the supercilious to an equal partner. Although state control should be there but it should not treat local bodies as puppets in its hands. There are several lacuna in the state control over local bodies which need to be overcome to estgablish positive and effective control. Government officials should eschew their preponderant attitude and act as friends and motivators of non-officials. - Reproduced.
