It has to be conducive to an all-round growth, development and nation-building. But it is also to be emphasised here that the development process is simply not a measureof aggregate of economic activities, it is also an assessment of the inclusiveness of the economic growth. The challenge of evenly distributing benefits of economic growth across various strata and sections calls for a paradigm shift in policy-making and delivery system. Any reform strategy that does not address issues of inclusiveness and a wider distribution of growth benefits will not prove to be sustainable. - Reproduced.
