Many representatives elected to these bodies require training in the basic skills of developmental planning. Same is the case with state functionaries who have to familiarise themselves with the decentralised planning and implementation. This article discusses the desired content of training programmes for the elected representatives as well as panchayat officials. It emphasises that the training approach should keep in mind the impact of specific customs, traditions and conventions of the people whom it intends to train. - Reproduced.
