Some of the basic elements of good governance are rule of law, accountability, transparency, participation and people's control. By harnessing ICT for internal as well as external operations, by better managing its resources and developing an appropriate organizational culture the objectives of good governance can be attained much more effectively. Through a case study of `Bhoomi' an e-governance initiative of Department of Revenue, State of Karnataka, the paper highlights how this is possible. - Reproduced.
