The article examines the existing position of panchayats in terms of their structure, devolution of functions, functionaries and funds with the proposed activity and schematic mapping at all levels and resource sharing management of key resources like water and forest. It tries to understand and evaluate the role of gram sabha, with a special emphasis on organic linkage and space sharing with Nyaya panchayats and Van panchayats. - Reproduced.
