International Journal of Public AdministrationSummary: The purpose of this article is to analyze the right to quality e-Government in Spain from the perspective of the New Public Management and Governance paradigms. We question whether Spain's e-Government is ready to guarantee citizens' rights to e-Government and to increase citizens' participation. We conclude that due to the incipient development of Spanish e-Government, the e-Government law is perhaps better suited to the medium/long term than to the present and that it is also too early to evaluate the progress of e-Governance in Spain. We have also concluded that we have no control over how fast technology will continue to change in the ICT sector. - Reproduced.
