Indian Journal of Public AdministrationSummary: As an organisation in performing assigned functions and roles at transparrency, accountability, people's participation, and of social audit, etc., the gram sabhas have been assessed in the specific contexts as just an average performer in the gram panchayats. Role transformation of functionaries has been taking place in these grassroots level institutions. The dividing line between the politico and official executives is in the process of role changes. Traditional roles have become defunct and new emergent roles not sharpened and inadequately shaped at present. To achieve better results through this new fourth tier mandatory institution and associating organisational functionaries' larger resources and more professional inputs need be committed by the so-called decentralisation and self-governance regimes operating under a parliamentary democratic system. - Reproduced.
