The rising levels of corrupt practices across the nation have tarnished the image of our country and seriously retarded our progress. These indicate the alarming decline of values in public life. Our national leadership at the highest level has no hesitation in confessing that there is ethical deficit in governance. Series of scams involving lakhs of crores of rupees have shaken the conscience of our nation and people. - Reproduced.
