Some scholars have opined that state is transforming, strategically to adapt the new circumstance, while others see a development of governing arrangements that are autonomous from the state, i.e. governing 'without' government. This article looks at how governance emerged as a central concept in public administration and discusses the questions raised by governance theory. - Reproduced.
