<br/><br/> This paper studies a model used by the Genio organisation to encourage innovation and reform in social care systems in the Republic of Ireland, involving a combination of financial incentives, evidence and capacity development. The paper extends our understanding of how purposeful reform efforts can encourage changes targeted at improving the lives of service users, against the backdrop of fiscal constraints. The perceptions of the transferability and limitations of the lessons from the case for the provision of public services are discussed. - Reproduced.
