Accountability is a means and not an end in and of itself. The goal of increasing accountability in public service delivery is to improve performance of a government department with respect to quantity and quality of services delivered by that department. This article outlines certain key requirements to enhance accountability for service delivery which includes embedding of accountability for public service delivery in the overall accountability mechanism of the department, making the top management of government departments accountable, and greater attention to measuring the ﾑquantityﾒ and ﾑqualityﾒ of public services in a fair, transparent and scientific manner. - Rep
