It traces the evolution of the regulatory framework for New Zealand local governments with its increased emphasis on compliance, the protection of public monies, and the growing complexity of local government decision-making. It contrasts this with the flexibility, fleetness of foot and openness to new ways of working needed to take full advantage of changing technology.
