Functional representation in Hong Kong: instituionalization and ligitimization of the business and professional elites 

<br/><br/> The article discusses the functional representation in Hong Kong which favours the business and professional groups at the expense of weaker labour and community groups. This system in non-egalitarian and undemocratic because it has strengthened and even institutionalized the dominance of the business and professional interest. Moreover, an analysis of the financial resources of the various functional groups reveals that the government has been indirectly subsidizing the business and professional association but not labour unions. It also discusses the elitist nature of the system and examines the development of elite co-opration in Hong Kong which will make it difficult for other weak interests to penentr
