<br/><br/> Bringing into focus the question of plan strategy, the author wants the centre to abandon its strategy of planning from the apex level as it does not suit the existing variations among different regions. He, instead, wants the centre to ensure that each region is provided with sufficient opportunity to develop its own potential which incidentally will also allow proper participation of the people to brighten the possibilities of producing desired results as far as balanced economic development is concerned.
