Most of the reform commissions and reports diagnosed the problems correctly and recommended reform measures which could have transformed the civil service. However, the reform measures were taken in a piece-meal basis and never a whole series of concentrated actions were taken except under the Administrative Reorganisation Planning Commission headed by then Prime-Minister Tanka Prasad Acharya in 1956.
