A foundation of good management practise in government: management by objectives

Management by objectives(MBO) is a management system that incorporates the features of three processes that are known to constitute good management practice in government-participation in decision makeing,goal setting, and objective feed-back. Here this program label in new, but the program process itself is based on the same three componants used in the design of MBO. The study presented a method for evaluating management program impacts. First, the various components of the program were identified and considered from the perspectives of administrative theory and practice. Second, a set of expectations implied by theory were developed. Third, studies that evaluate program impacts using pretest-posttest designs
