The civil service is regarded by the public, an administrative machine. So public servants are required to be more active and innovative than in the past. They must be ready to take decisions which carry elements of risk. New technology has enabled them to handle vast amounts of data more easily,efficiently and accuratly with fewer staff. To make effective, efficient and economic use of the scientific personnel in the civil service it is necessary to re-examine their function in the light of present day circumstances
