We have failed to evolve a globally accepted indigenous model for the rural areas. We are pursuing a development policy with top down approach instead of bottom up approach while planning for rural uplift. Instead of making theoretical suggestion. We have to analyse the problem on the basis of field situations and make our own observations in the rural areas
