The paper attempts to discuss issues related to vocational training for both formal and informal sector and draws some inferences. It is argued that provision of skills does not have to be school based. Even if it has to be school based, then it does not have to take place in the mainstream educational system. Training whether in the formal system or in informal sector is determined by the technical change which renders it difficult to plan technical education. However, a wayout is to follow social demand wherein the price mechanism efficiently regulates demand. The training system should respond to society's needs.
