In this special issue six articles are discussed. In the first article the author says from the founding of the Republic to the age of jackson Federalist administrator dominated the federal public sercice infusing it not only with the high level of ethics, but also with an active religions convenant that gove the new Republic a fundamental political purpose. The second article emphasizes linking of character and competence in public administration to our American constitutional form and values.
