Employee empowerment involves the delegation of decision-making to employees, while holding them accountable for outcomes. Survey data show that while sixty-two percent of state agencies in correction, transportation, health, education and welfare use empowerment in at least one service function, only six percent of agencies use empowerment throughout more than 75 percent of the agency.
