The author discusses despite major developments in the People's Republic of China over the past decade, little empirical and comparative analysis has appeared. Based on their extensive work in China over this period, Worthley and Tsao describe and analyze the Chinese reforms in the context of political and economic development. They find that the considerable changes have been anchored in China's recent administrative history, and that the administrative reforms are operationally inseparable from contemporary political and economic development. The authors suggest that the Chinese experience may offer fruitful insights for administrative development across cultural boundaries
