There is no denying that violations of human rights by the state apparatus have been taking place in these two states of the Indian federation because of certain practical problems and evil necessities, so common for any democratic system of governance. Nevertheless a powerful monitoring mechanism has been evolved in India, the world's largest democracy, through judicial activism, free press and human rights bodies which provides effective checks and balance on state terrorism.
