"The paper introduces provisions of the new conformity legislation by presenting an overview of the main and broader provisions of the pre - 74th Amendments Acts and the new law. The paper argues that the mandatory provisions relating to dissolution, reservation of seats, State Election and Finance Commissions will lead to strengthening of urban governance. However, it has not provided for the District and Metropolitan Planning Committees which are mandatory provisions and functions listed in the XII Schedule has been overlooked. The paper also points to certain developments which are against the ethos of self-government".
