"The paper deals with decentralsation in the context of urban management and institutional settings of municipal entities. It argues that much more than 74th Amendment, it is the original part IV of the Indian Constitution which sets the goal and functioning of municipal governments. Lest decentralisation becomes a rhetoric it is imperative to specify the local functional domain, appreciate the difference between service provision and production and relate local functional domain to appropriate fiscal instruments for financing. If the needed initiatives are not taken, it may be too late to worry that we have yet another case of Murphy's law".
