Tracing the roots of the problem of housing, the author presents the issue with an inquisitive mind: While admitting the role of the State governments in resolving the housing problems enveloping the divergent parameters, she strongly advocates the active participation of NGOs. The government should, gradually take the role of a facilitator, instead of taking up direct construction activity. The need of the hour is the availability of rural finance.
